This happens when a link to an external website is deleted - there is nothing or it to report the changes to.

It's not logging them properly and not responding to the missing record well.

Its the line for Colwich Railway Bridge

         <description>Place name changed by It was changed from: Colwich Railway Bridge No 72A to Colwich Railway Bridge No 71A
With the comment:C&RT confirm incorrect label</description>

Error is column 343: XML parsing error: <unknown>:346:343: not well-formed (invalid token) [help]

Attached as a file as we know Bugtrack cleans up html. Its the & in C&RT

I have that fixed in dev - it's the comments not being escaped correctly (they come through a completely different route to the other text - don't ask). Just need to get things fit for an actual release.
